 Monitoring, Evaluation, and Learning (MEL) director | Democratic Republic of the Congo (DRC) | 2024

 

Chemonics seeks a Monitoring, Evaluation, and Learning (MEL) director for the anticipated USAID Feed the Future Resilient Food Systems Activity in Democratic Republic of the Congo (DRC). The activity aims to increase the income and nutritional status of the targeted population through an inclusive and sustainable food and market systems-oriented approach that facilitates agriculture-led growth and utilization of nutritious food. Specific objectives of the activity include: (1) Promote inclusive and sustainable local systems and practices for agriculture-led economic growth; (2) Increase sources of resilience among people, communities, and systems; (3) Increase the year-round consumption of safe, diverse, and nutritious food; and (4) Effective integration of prioritized cross cutting focus areas within every aspect, approach and initiative of the activity. Moreover, the geographic focus on the activity will be the Kasai Central and Kongo Central regions. The MEL director will oversee all MEL components of the project and be responsible for tracking and aggregating data across all activities, managing the reporting to USAID, and coordinating the sharing and dissemination of information and best practices to project stakeholders. This position will be based in Kinshasa, DRC with the ability to travel frequently to project sites. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include: 

  • Provide leadership and oversight of MEL activities, including routine process monitoring, data collection, data analysis, data quality, timeliness, and reporting;  
  • Review activity implementation on a regular basis and communicate the critical learning points with USAID and other relevant stakeholders;
  • Comply with USAID Feed the Future MEL requirements;  
  • Collaborate with and strengthen capacity of sub-awardees, such as providing feedback on data collection and indicator use and analyzing reported data;  
  • Ensure MERL systems support the activity in line with USAID’s Collaboration, Learning, and Adapting (CLA) principles and that real-time monitoring and learning is integrated back into strategy and implementation;    
  • Lead the design and operation of the program’s Activity Monitoring, Evaluation, and Learning Plan (AMELP);  
  • Ensure standardization of MEL systems across the project indicators, data collection, and reporting;  
  • Oversee the collection of and reporting on program management, output, and outcome indicators;     
  • Ensure the creation and dissemination of program learning, products, and results of collaboration that improve implementation approaches with the broader community through strategic communication;    
  • Performs other duties and responsibilities as required.      

Qualifications:

  • A master’s degree or higher in statistics, research methods, information systems, or a related advanced degree;
  • Minimum of eight years’ experience working on monitoring and evaluation with international development programs;
  • Expertise in quantitative and qualitative methodologies, and demonstrated capacity in data analysis, data collection, statistical analysis, and reporting, including experience with computerbased statistical packages and databases, required;
  • Experience working in food security or Feed the Future MEL is highly preferred;
  • Experience working on MEL and CLA plans for USAID-funded projects highly preferred;
  • Ability to establish priorities and meet deadlines, and to initiate and implement activities with minimal oversight and supervision, required;
  • Familiarity of USAID rules and regulations, compliance, and reporting requirements required; knowledge of Chemonics’ procedures preferred;
  • Experience working in DRC or the region highly preferred;
  • Fluent English and French oral and written communication skills required; and
  • Demonstrated leadership, versatility, and integrity, and excellent organizational skills and attention to detail.
