    Job Title: Water Supply Lead engineer (LE)

    Location: Democratic Republic of the Congo

    Perez, APC DRC SARLU (hereinafter referred to as “Perez”) is seeking a Water Supply Lead Engineer (LE) for the USAID’s Engineering Support Program (ESP) Activity in Democratic Republic of the Congo (DRC). The DRC ESP Activity is a five-year Activity for the provision of professional design and Architect-Engineering (A&E) services in support of the USAID/DRC Mission’s Infrastructure Portfolio (3-year base contract period and two additional 1-year option periods). USAID/DRC has several activities that require the construction and rehabilitation of water and sanitation infrastructure. Services to be provided are primarily for planning and design reviews, construction oversight, and monitoring and evaluation of ongoing Water Security, Sanitation, and Hygiene (WASH), Health centers renovation/construction activities and any upcoming biodiversity/ecotourism and energy related activities. The objective of the work is to ensure that USAID’s implemented infrastructures are safe, functional, long-lasting and generate the development results for which they were intended.

    The LE will be the technical expert for the ESP activity, supporting the Chief of Party (COP) with all technical aspects of the Engineering Support Program, including overseeing water supply and WASH activities. The LE will ensure successful implementation by supervising the planning, design, construction, and maintenance of water infrastructure projects. Responsibilities include leading multidisciplinary teams, coordinating with USAID and stakeholders, and providing technical expertise across WASH activities.

    The LE will monitor the work of other USAID Implementing Partners (IPs), ensuring alignment with quality standards, timelines, and regulations. They will assess work quality, identify issues, recommend corrective actions, and report findings to USAID and stakeholders. Additionally, the LE will offer expert guidance to contractors and teams, addressing challenges and optimizing solutions. Reporting to the COP, this position is based in Goma with frequent travel to activity sites.

    Location

    The position is currently open and will be based in Goma, Eastern DRC.

    Responsibilities

    • Provide leadership, management, and general technical direction for the WASH engineering component, ensuring seamless program implementation and delivering high-quality, technically sound, and appropriate project technical assistance.
    • Identify potential risks to successful Activity implementation and recommend and implement appropriate adjustments.
    • Review ESP Monitoring tools to ensure they are tailored for monitoring water supply construction or community infrastructures projects.
    • Review design and construction documents, QA/QC plans and activity schedules.
    • Oversee water supply infrastructure and construction activities to ensure quality and compliance during the pre-design and design phase, the pre-construction and construction phase and the commissioning and maintenance phase.
    • Oversee the data collection efforts including key interviews with IPs’s team, the Contractor’s team and other key stakeholders.
    • Conduct direct observations at construction sites and use a proprietary software application to collect information and report on the progress
    • Provide constructive inputs responding to technical matters and adjusting programs in response to USAID’s technical direction.
    • Ensure the development of high-quality deliverables and the provision of strong technical support to project partners.
    • Actively participate in strategic work planning, weekly coordination and ad hoc ESP meetings, performance management, strategic communications, contractual and budgetary aspects of program management, and the timely preparation of annual work plans, technical deliverables, and reports.
    • Identify potential risks to successful activity implementation and recommend and implement appropriate adjustments as needed to adapt to changing needs and contexts.
    • Ensure quality control and responsiveness of technical assistance, making necessary adjustments to promote adherence to local laws, USAID rules and regulations, and Perez policies and procedures.

    Qualifications:

    • Degree in engineering, hydraulic or related field (MS or higher preferred)
    • Minimum 10 years supervisory experience that includes extensive experience in WASH Engineering, especially in technical oversight of construction activities for hydraulic structures (reservoirs, pumping systems, water distribution systems, boreholes, photovoltaic systems, spring catchment, ductile cast iron plumbing, etc.), water quality testing, geotechnical studies and testing of construction materials.
    • Expertise to plan, design, construct, maintain and operate domestic water supply systems and water distribution systems.
    • Experience in technical assistance, monitoring and capacity strengthening activities in construction projects.
    • Understanding of the local (DRC) context, provinces, prefectures, and/or departments where A&E support activities are being conducted.
    • Experience in the use of design and calculation software, Microsoft Office, SharePoint, Teams, and Google applications.
    • Experience with similar USAID and/or international donor funded projects and best practices.
    • Strong experience in engaging with sub-contractors and local firms.
    • Strong oral and written communication, analytical, interpersonal, organizational, and team management skills.
    • Demonstrated success in developing and managing multiple small and large project schedules and budgets.
    • Able to work with multiple stakeholders in cross-cultural situations similar to those in DRC
    • Experience working with various USG contract and country policies and procedures.
    • Demonstrated ability to manage a diverse team of technical experts and partners.
    • Excellent report writing and communication skills are required.
    • Fluency in English is required, while proficiency in French is highly preferred.
