Democratic Republic of Congo 

Company Profile: 

SoCha (a portmanteau of Social and Change) is an independent Monitoring, Evaluation and Learning (MEL) firm that provides bespoke solutions to social challenges. We are a US-registered, veteran-owned small business and staff support offices in Nairobi, Bangkok and Mauritius. SoCha currently supports assistance interventions across Asia and Africa. 

Background: 

SoCha, LLC is contracted to provide technical and advisory services to United States Agency for International Development’s (USAID) mission in the Democratic Republic of the Congo (USAID/DRC) on the 5-year Mission Strategic Support Program (MSSP). MSSP assists the Mission with strategy and performance monitoring, evaluation, and learning (MEL) tasks, such as data collection and verification, assessments, data visualization (including Geographic Information Systems), data quality assessments, impact and performance evaluations, organizational learning and facilitation, and communication and outreach. MSSP facilitates the Mission’s learning agenda under its five-year country cooperation and development strategy and builds MEL capacity among Mission staff and implementing partners. 
MSSP is seeking a Collaborating, Learning, and Adapting (CLA) Advisor to take ownership of and deliver knowledge products which advance the Mission’s strategic learning agenda, and lead the team responsible for organizing and facilitating CLA events requested by USAID. The CLA Advisor reports to the Chief of Party and is responsible for leading MSSP’s CLA activities in addition to related communication and outreach. 

Scope of Work: 

  • Facilitate, coordinate, and manage events to promote learning and collaboration within the Mission and among its implementing partners, government, nongovernmental, and private sector stakeholders, and other donors.
  • Supervise a team of three dedicated CLA staff and the functions of the operations staff responsible for organizing and executing events.
  • Identify and engage local experts to supplement CLA events including translators and interpreters, videographers, graphic designers, etc.
  • Collaborate with USAID/DRC technical offices to identify and address gaps in knowledge and oversee the creation and management of the USAID/DRC CLA Plan, including a schedule of events and a learning agenda designed to produce knowledge on how to better achieve the Mission’s development objectives and results.
  • Develop learning products to promote the use of knowledge for adapting activities to better achieve their intended results through events such as the Mission’s annual portfolio review.
  • Oversee the development of knowledge sharing platforms through websites, eLearning, and social media.
  • Support the implementation of the MEL capacity development plan to include CLA.
  • Support MSSP colleagues to ensure communications meet high quality standards for external audiences, including documents, reports, presentations, evaluations, assessments, analyses, and other learning and communication products.
  • Adhere to and propagate high quality writing, editing, formatting, and visual presentation standards and compliance with USAID branding and marking standards.
  • Support USAID/DRC to develop templates, tools, knowledge management, and communications systems.
  • Provide internal writing and editorial support, document review, and quality control for various monitoring, evaluation, and learning products.
  • Other tasks as assigned.

Minimum qualifications and Experience: 

  • Master’s Degree or equivalent in one or more fields related to organizational learning, communications, or development assistance such as public, business.
  • or development administration, knowledge management, political science, economics, development studies, or closely related, inter-disciplinary fields.
  • More than five (5+) years of progressive, professional-level experience in organizational or action learning, development, and/or knowledge management.
  • Exceptional communications and interpersonal skills, including digital/remote communication, written, in-person/presentation, and facilitation skills applied within multi-cultural contexts.
  • Successful track record of organizing large and small events for different audiences and participant groups.
  • Proven competence in client relationship management, strategic thinking, innovation, and effective communication.
  • Fluent oral and written communication in English.
  • Professional competency in spoken French.
  • Demonstrated ability to work in a multicultural, multi-ethnic environment and maintain effective working relations with people of different national and cultural backgrounds.
  • Experience with monitoring and evaluation within complex international development contexts preferred.
