Position Overview

Pact seeks an experienced Capacity Development (CD) Officer to support implementation of Madini Safi, a 4.5 years US Department of Labor (USDOL) funded project combatting child and forced labor in critical mineral supply chains in the DRC. Specifically, the project seeks to strengthen regulatory frameworks and enforcement mechanisms for child labor and forced labor in cobalt, copper, and 3Ts supply chains so they can operate effectively and in accordance with U.S. and international standards.

Madini Safi has two main outcomes, focused on 1) aligning DRC government and supply chain actors’ child labor and forced labor policy and regulatory frameworks in accordance with U.S. and international trade and labor standards; and 2) supporting DRC government, supply chain, and other non-state actors efforts to effectively implement child labor and forced labor policy and regulatory frameworks. The project will be implemented in Lualaba, Hauta Katanga and North Kivu provinces, in partnership with four other partners.

The CD Officer will provide technical leadership for the project’s strategy to strengthen local partners’ operational and technical functions through the provision of high-quality, demand-driven support services. The CD Officer will lead the coordination and implementation of CD activities for local partners across diverse technical areas of focus to increase capacity and achieve results. The CD Officer will facilitate assessments, provide direct support through tailored training and coaching, and coordinate the provision of technical support to local partners. They will support the MEL Manager with CD data collection, storage, analysis, and reporting.

The Capacity Development Officer position will be based in Kolwezi with frequent travel to Kinshasa and Lubumbashi as needed.

Key Responsibilities

Specific duties to be carried out by the successful candidate will include:

  • Design, implement, and operationalize the project’s CD strategy to strengthen the organizational and technical capacities of selected local partners, ensuring full alignment with donor and Pact requirements and quality standards.
  • Conduct capacity assessments of local partners using Pact’s methodologies and tools, including designing and implementing tailored CD plans.
  • Design, deliver, and facilitate CD activities (workshops, trainings, learning events, coaching, mentoring, etc.) on technical and organizational topics in accordance with identified capacity gaps and priorities.
  • Develop training curricula, manuals toolkits, and knowledge products adapted to local contexts.
  • Support project team in monitoring, evaluation, and learning (MEL) by systematically capturing, analyzing, and documenting best practices, success factors, challenges, and lessons learned from CD activities, and ensuring these insights inform adaptative management and future programming.
  • Prepare high-quality progress reports, success stories, deliverables, and other marketing materials for donors and other external audiences.
  • Support business development efforts as needed by contributing to technical design.

For any or all of the above, collaborate with Pact’s Capacity Development & Innovation (CD&I) team.

Employee will comply with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.

Basic Requirements

  • Masters degree in a relevant field, such as international development, social science, economics, statistics, demographics, or public policy.
  • 5+ years of relevant experience, including conducting capacity and performance assessments; curriculum development; and implementing technical and organizational capacity development activities within complex donor-funded international development projects
  • Experience overseeing, facilitating, and providing training and coaching to local project partners.
  • Ability to translate technical information into practical guidance and tools, and effectively communicate them using print, electronic, and presentation media.
  • Strong planning and inter-cultural communication skills.
  • Ability to work independently and perform and prioritize multiple tasks, as well as ability to work collaboratively.
  • Proficient in Microsoft Office
  • Fluency/proficiency in French, English, and Swahili

Preferred Qualifications

  • Demonstrated knowledge and understanding of the critical minerals sector and/or child and forced labor issues in the DRC.
  • Experience supporting supply chain analysis, ideally in the minerals sector.
